In an event held at the Jade Museum, the government of Costa Rica (Vice Presidency, MINAE, FONAFIFO), the Banco Ambiental Foundation and the BIOFIN initiative of the United Nations Development Program (UNDP ), presented the achievements to date within the framework of the “Footprint of the Future” initiative.

The main progress achieved so far is summarized in the planting of 172 thousand trees in 8 cantons of the northern part of the country, thus providing a total of 186 green wages to beneficiaries, which will help boost the economy of the area, a of those most affected by the COVID-19 pandemic.

The opening of the activity was led by the Vice Minister of the Environment, Franklin Paniagua, who highlighted that Huella del Futuro is an initiative created within the framework of the celebration of the Bicentennial of Independence of Costa Rica, but that responds to a broader framework of goals. national and international, including the Decarbonization Plan and the Sustainable Development Goals, in particular SDG 15 ”.

About the Future Footprint initiative

Footprint of the Future is an initiative created within the framework of the celebration of the bicentennial of Costa Rica’s independence that aims to bring together partners from various fields with a view to greening the Northern Zone of Costa Rica, by planting 200,000 endemic, floral trees, fruit trees and timber.

The project aims to contribute to increasing forest cover to 60% by 2030, as well as combating the negative effects of climate change. “This portfolio is a showcase for the country to present Bioeconomy projects at a global level, for which a project file has been diagrammed that condenses the relevant information in terms of commitment to the SDGs, technological maturity of the project, specific needs of financing and others. The strengthening of these projects facilitates the advance of Costa Rica towards a productive transformation based on sustainable and inclusive development. It also seeks to generate capacities in these projects to access national and international funds. ” said the Vice Minister of Science and Technology, Federico Torres Carballo, during his presentation at the activity.

To date, it has identified a total of 88 projects with financing needs that together exceed $ 8 million. These initiatives have different degrees of maturity, 44.9% are led by women and have varied needs for access to financing, training, alliances and mentoring.

To specifically address the financing needs identified in the portfolio construction process, UNDP through its Biodiversity Finance Initiative (BIOFIN) and the Development Banking System (SBD) signed a cooperation agreement that will allow support the creation of new programs for the placement of non-reimbursable funds, this in phases of incubation, acceleration and access to risk capital available for entrepreneurs and companies with a business model based on the bioeconomy

The Minister of Economy, Industry and Commerce, Victoria Hernández Mora, highlighted: “the opportunity that the current context represents to reinvent business models and take advantage of the two great assets that Costa Rica has in the face of the fourth industrial revolution: its human talent and its natural capital. Hence, this alliance will make it possible to specify programs that facilitate the placement of financial resources to promote the development of micro and small companies in the bioeconomy sector, once again confirming our commitment to create favorable conditions for business activity “.

“Costa Rica is committed to changing the trajectory, adding its contribution to promote companies that contribute to flatten the curves of loss of biodiversity and global warming, while reducing social and economic inequalities. This joint effort will lay the basis for the consolidation of a portfolio of projects with a view to closing financing gaps for biodiversity, mobilizing non-reimbursable resources, venture capital funds, debt instruments, and others, which allow the Country to reactivate its economy in a sustainable and inclusive way ”, indicated José Vicente Troya Rodríguez, UNDP Resident Representative when announcing the agreement signed with the SBD.

Within the framework of this agreement, at least two specific programs will be developed for the placement of non-reimbursable funds in the field of the bioeconomy:

· Acceleration program – Bioeconomy: aimed at companies that are in the preparation phase for raising risk capital.

· Incubation program for tourism in indigenous territories: prototyping phase for sustainable tourism ventures proposed by indigenous people and organizations from the Buenos Aires Region of Puntarenas and Pérez Zeledón.

Portfolio results. The identification of projects that are part of the portfolio is part of the Financial Solution of the BIOFIN-UNDP Bio-business Platform and is the result of a collaborative process between MICITT, IDB and UNDP. Los Chiles, August 6, 2021. A former two-hectare sanitary landfill, located in the canton of Los Chiles, in the northern part of the country, will become a forest with 1,000 native species thanks to the contribution of Huawei.

The Chinese technology company officially joined the “Footprint of the Future” initiative this Friday, promoted by the Government of Costa Rica together with the United Nations Development Program (UNDP).

In a ceremony held in Los Chiles, the Vice President of the Republic, Epsy Campbell Barr, planted together with the CEO of Huawei, Peng Yang, the first trees that will form the forest with thirteen circumferences, designed from Nelder’s algorithm.

The activity also had the participation of the Vice Minister of the Environment, Franklin Paniagua, the Mayor of Los Chiles, Jacobo Guillén, and the UNDP BIOFIN coordinator, Ana Lucía Orozco.

For his part, the Huawei representative said that “for our company it is very important to participate in actions that seek a benefit with the environment. We have other projects such as TECH4ALL: Saving the Rainforest by Listening, where, through a public-private partnership, we provide technology for efforts to protect the forest and the species that inhabit it. The new forest is located on a two-hectare land, owned by the Municipality of Los Chiles, which until 2010 served as a sanitary landfill. During the last 11 years its technical closure was established, so the decision was made to take advantage of this land, giving life to a new forest.

In this regard, Andrea Meza, Minister of Environment and Energy, indicated that the support of the business sector and citizens is essential to continue advancing in the fight against climate change and the generation of green jobs.

“I am very grateful for the support of the Huawei company to an initiative that will contribute to the country’s efforts to increase forest cover to 60% by 2030 and will seek to face the difficult economic situation of vulnerable groups.”

To face the economic crisis caused by the COVID-19 pandemic and the fiscal situation of Costa Rica, it is necessary to implement green, resilient and inclusive solutions that consider both the well-being of people and nature This much-needed balance is the only way to overcome the global challenges of the effects of the health emergency, the loss of biodiversity and the climate crisis.

The approach of people to natural resources and the promotion of ecotourism demand a series of facilities and services known as Non-Essential Services and Activities (SANE) in Protected Wild Areas (ASP). The SANE are those activities, such as food service, store, health services, administration and construction of trails in the ASPs, among others, that national legislation enables to be administered by third parties. The SANE offer possibilities for the communities in the area of ​​influence of the ASPs to benefit from economic activities through sustainable employment and at the same time allow to improve the quality of the visit and the enjoyment of nature.

That is why the National System of Conservation Areas (SINAC) with the support of the Biodiversity Finance Initiative (BIOFIN) of the United Nations Development Program (UNDP), have developed a series of actions for the correct implementation of article 39 of the Biodiversity Law, thus generating the creation of public-private alliances between the Protected Wild Areas and the communities located in their area of ​​influence.

In 2020, around 70 SINAC officials were trained virtually on the current legal and technical framework, which governs the granting of SANE in ASPs; and, the respective accompaniment will continue Likewise, external users may also have a document that helps them understand what SANE are, their objectives, the legislation that applies, the different phases that it comprises (Preparatory Phase, Contract Phase and Phase of Monitoring and Evaluation of the Contract by part of the Administration), the advantages of granting these SANE, among others; This is how the document is presented: The ABC of Non-Essential Services and Activities in Protected Wild Areas of the National System of Conservation Areas .

This process addresses issues that transcend at the international level (Agenda 2030, which is universal and includes 17 Sustainable Development Goals (SDG) and 169 goals), such as inequality, the generation of jobs for local communities; and, therefore, SDG numbers 5, 8 and 9. It also contributes to the conservation and sustainable use of biodiversity in compliance with SDG numbers 14 and 15, by enhancing SINAC’s financial sustainability mechanisms.

Mr. Rafael Gutiérrez Rojas, Executive Director of SINAC, points out that: “Non-Essential Services and Activities will allow visitors to offer a better quality of products and services within the ASPs, improve the visitor experience and generate sustainable development. from a participatory local management. BIOFIN’s main objective is to mobilize resources to reduce the financing gap in biodiversity, it supports 36 countries worldwide and in Costa Rica, it has a portfolio of 6 financial solutions prioritized by its Steering Committee (Ministry of Finance, MIDEPLAN, MINAE and UNDP) among which is the “SANE Concessions Platform in ASP”, an initiative developed jointly with SINAC; and the + Women + Natura Program.

SPECIAL LINE OF CREDIT FOR WOMEN’S BUSINESSES ANNOUNCED

Fundecooperación announced this week, as part of its Custom Credit Program, a line of credit called “ Mujeres Natura” .

The project has the objective of giving financing opportunities to women who work for biodiversity, to integrate the gender perspective, equality and their empowerment.

Some of the activities supported by this credit are sustainable tourism, sustainable agriculture, sustainable livestock, development of pig and goat activities, responsible fishing or poultry, beekeeping or the manufacture of cosmetic, medicinal, edible and other products based on natural products.

According to the Marketing Coordinator of Fundecooperación, Kattia Rojas Méndez:

With this loan, what is sought is to promote coexistence, protection and sustainable use of natural resources and biodiversity in the different productive activities led by women in Costa Rica; as well as, make visible and strengthen the role that they perform in this field. This financing is focused on providing a loan for the purchase of specialized equipment or machinery, working capital for the development of the activity, improvements in infrastructure and processes or final products ”.

Fundecooperación provides advice and support during the credit application process. Credit conditions are adjusted to each productive activity. n addition, they offer differentiated payment periods and total or partial grace for up to six months .. The organization accepts extraordinary payments, without penalty for prompt payment.

Financing ranges from ¢ 500,000 to ¢ 10,000,000, with a term of up to 60 months (5 years), and an interest rate between 8% and 14% per year in colones, which will depend on the components of sustainability of the activity and credit analysis. Regarding the guarantees, these can be: mortgage, movable, pledge, trust and FIDEIMAAS guarantee (for the attention of the vulnerable population) ”, explained Fundecooperación.

As an example of this work, Fundacooperación presented the case of Doña Adriana Navarro, a woman from Cedral de León Cortés, who sows blackberries and granadilla thanks to the credit granted by the Foundation, which helped her increase her production and sales.

As part of the innovation and commitment that Fundecooperación para el Desarrollo Sostenible has on issues of equality and the empowerment of women, the Organization was part of a specialized training, in order to have the necessary tools to integrate the intersectional perspective of gender in their projects, programs and credits.

Thanks to this training, which was given by the Finance for Biodiversity (BIOFIN) initiative of the National Development Units Program (UNDP), and within the framework of the More Women More Nature Program, more than 30 people from the Fundecooperación team have the necessary tools to promote this issue in the actions for Sustainable Development that are implemented in the organization regarding the conservation of biodiversity and resilience in the face of the climate crisis.

In addition, it was possible to reflect and deepen on what it is and what it implies to integrate the intersectional gender perspective as an essential tool to ensure the closing of gaps and promote the empowerment of women, especially with regard to economic autonomy.

Likewise, it offered concrete tools, like ABC, about the technical and operational measures that are necessary to ensure that the results and benefits of Sustainable Development impact women in their diversity in the extensive work carried out by Fundecooperación.

COSTA RICA LAUNCHES A PROJECT TO PLANT 200 THOUSAND TREES IN THE NORTHERN ZONE

With the conviction that nature-based solutions are vital to face the impact of the global pandemic due to COVID-19, the Costa Rican Government announced this Friday the goal of planting 200 thousand trees in the northern part of the country, with a view to the celebration of the Bicentennial of Independence in September 2021.

Under the name, “Footprint of the Future” the project was presented this Friday in a symbolic ceremony in San Carlos by the Vice President of the Republic and coordinator of the North Zone Development Strip, Epsy Campbell, who planted together with the Minister of Environment and Energy , Andrea Meza, a yellow bark tree.

The environmental program with social impact is led together with the Biodiversity Finance Initiative (BIOFIN) of the United Nations Development Program (UNDP) and aims to rehabilitate landscapes and ecosystems of nine northern cantons and generate green jobs at times critical to the local economy.

In this context, Vice President Campbell Barr explained that in order to achieve the objectives, it is intended to plant in the coming months and maintain 65 thousand fruit and flower trees on public roads for five years, 120 thousand timber in agroforestry and silvopastoral systems, and others. 15 thousand species in secondary forests.

This will allow, according to data from the National Forest Financing Fund (FONAFIFO), the generation of approximately 200 direct jobs, 700 indirect beneficiaries and another significant amount of green wages.

During the presentation – within the framework of the third day of the Huetar Norte Region Territorial Dialogue Table – Vice President Campbell explained that this effort will seek to support a green and inclusive economic reactivation, generating jobs and ensuring a better future for future generations. through rehabilitation, planting, reforestation in various areas of the productive and rural urban landscape.

“Huella del Futuro seeks to bring together partners from various fields with a view to greening the northern area of ​​Costa Rica and the economy for the enjoyment of all people and the planet.
